Begin Flex PACE with your bank and community

The Bank of North Dakota Flex PACE program serves non-primary-sector businesses, with the community determining whether a project fits its objectives. A local lender coordinates the financing. The community must supply matching interest-buydown support under the program’s rules.

A quoted buydown amount is interest assistance, not cash the owner receives to spend on equipment. Ask the lender for a schedule showing the loan balance, reduced payments and what happens when that assistance is exhausted. Do not count it as a second source of purchase funds.

Compare the lender menu before choosing a product

Confirm who will fund the community share

Flex PACE rules do not allow the borrower or parties with a financial interest in the borrower to provide the community matching funds. An owner cannot simply label more personal cash as the community’s contribution.

For an illustrative small-town service shop, get the community decision and bank conditions clear before ordering machinery. If community support is repayable, include that future obligation in the forecast. Ask when those repayments begin and how they interact with the bank loan.

Long-lived assets deserve a longer-term comparison

A business buying a facility should ask about an eligible SBA 504 proposal as well as conventional and BND-supported options. A broader acquisition or working-capital request may call for a 7(a) lender review. Each lender must confirm whether proposed programs can be combined.

Compare the entire project over the period you expect to use the assets. A low introductory payment does not show the later payment burden. For seasonal revenue, model the month with the weakest cash balance and check that reserves survive it.
