Choose coverage for your daycare operation

Tell the provider whether you operate a child care center, group child care home or family child care home. Use the classification on your Certificate of Compliance, not simply “babysitting.” Describe the youngest children admitted, maximum attendance, opening hours and services outside the premises.

For a center renting commercial space, ask the landlord for its insurance exhibit before choosing limits. For care in your own home, disclose the business to your homeowners insurer and ask how a separate childcare policy or endorsement would interact with the home policy. Neither a business name nor a licensing certificate establishes that an insurer has accepted childcare activities.

How much does Pennsylvania daycare insurance cost?

There is no single premium for every daycare. That sample is broader than daycare; these are not state daycare averages or Simply Business prices.

Use those figures only to understand separate budget categories. A business owner’s policy can bundle liability and property, so do not add every figure as though it were a required package. Request a childcare-specific proposal using your program type, child count and ages, payroll, transportation, claims history and required limits.

Compare the total annual premium, deductible, included activities and any separate abuse-coverage limit. Ask about installment charges, endorsements and the cost of changes during the year. Two prices are comparable only after the provider explains the differences in protection.

Build your Pennsylvania quote around actual enrollment and staffing. Ask whether pricing uses licensed capacity, average attendance or annual revenue, and how a change in those figures affects the premium. List summer programs and before- or after-school care even if their enrollment differs from the main program. If you are opening a second site, get its address added and confirm the limits available to each location.

Pennsylvania liability requirements: center versus home

55 Pa. Code §3270.18 requires a child care center’s legal entity to carry comprehensive general liability insurance covering persons on the premises and keep a current policy copy at the facility. It also requires reporting liability claims against the operator or a facility person to DHS, including the specified claim and identifying details. The section does not set a dollar limit; do not mistake a sample $1 million quote for the minimum written into that section.

Group child care homes have their own liability-insurance provision. Family child care homes are regulated under a different chapter. Confirm the requirements for your certificate type with your OCDEL certification office rather than applying the center rule to every home program. The DHS regulations directory identifies the applicable chapters.

When buying, ask the agent to distinguish licensing compliance from the wider protection you want. A lease, lender or service agreement can specify higher limits or additional-insured coverage. Keep the actual policy available where required; a certificate is useful evidence, but it is not the policy or an endorsement changing coverage.

  • Trips and transportation: disclose walks, excursions, school pickup and every vehicle arrangement. Confirm whether the business, drivers and vehicles have the appropriate coverage.
  • Buildings and interruption: list play equipment, leased improvements and business property. Ask what event must trigger interruption coverage and how its waiting period works.

These are questions to resolve in the proposal, not guarantees that a standard policy includes each exposure. Request written answers and the relevant endorsements before paying. A cheaper quote that excludes a service you offer is not equivalent to one that accepts it.

  • Staff, volunteers, payroll and screening/supervision procedures.
  • Transportation, field trips, water activities and other services offered.
  • Existing policy, claim history and insurance requirements from leases or contracts.

Ask each provider to identify the named insured, covered activities, limits, deductibles, exclusions and endorsements. Confirm whether defense costs reduce any relevant limit and how claims must be reported. If a quote cannot cover an activity, resolve that gap rather than assuming a certificate will make the proposal acceptable.

Include Pennsylvania’s policy-on-file requirement in your document request if it applies to your program. Ask the agent how to report an incident or claim to the insurer, and separately follow DHS reporting rules. Do not send children’s private records with an initial comparison request; provide enrollment counts and activity descriptions unless the insurer identifies a specific need through a secure process.

Is general liability enough for a Pennsylvania daycare?

It addresses only part of the insurance decision. Ask about professional liability, abuse and molestation, property, employees and any transportation. The center’s licensing requirement does not establish that every exposure is included in a general liability quote.

What liability limit should I request?

Will an inspector accept a certificate instead of the policy?
