Tennessee landscaping insurance requirements to check first
Tennessee does not use a single statewide “landscaper license” for every mowing route. Insurance questions usually come from workers’ compensation thresholds and, when you apply pesticides for hire, Tennessee Department of Agriculture (TDA) licensing and charter filings.
Per the Tennessee Bureau of Workers’ Compensation, most non-construction employers must carry workers’ compensation at five or more full- or part-time employees (corporate officers and qualifying family members count toward the total). Construction services providers — industries on the NCCI contracting-codes list — generally must cover employees (and often themselves) even with fewer than five, subject to registry exemptions in Tenn. Code §50-6-902. Landscape construction and hardscape scopes may fall into contracting classifications; pure maintenance payroll may stay on the five-employee rule. Confirm classification with your carrier before you assume the under-five exemption.
TDA ornamental/turf licensing and charter insurance
Custom ornamental and turf pesticide work typically requires C03 certification and, for commercial pest-control offices, a TDA pesticide charter. Charter filings under T.C.A. 62-21-108 generally need liability insurance of at least $250,000 per occurrence and $500,000 aggregate, plus a surety bond (commonly $10,000 for non-structural categories; higher for new structural WDO/GRC/FUM/BDC charters). Horticultural Lawn and Turf (HLT) licensees work from C03 certification — that charter insurance stack is a pest-control business condition, not a blanket statewide GL floor for unsprayed mowing-only firms. Clients still demand COIs by contract.

General liability for landscape work
General liability responds to third-party bodily injury and property-damage claims tied to your operations — for example a slip on a wet walkway after you mowed, or irrigation damage to a neighbor’s foundation. Ask how the form treats products/completed operations after the bed or hardscape is finished, and whether herbicide drift or fertilizer burn needs a pesticide endorsement or sits on the base form.
Commercial auto, trailers and tools
A pickup hauling a trailer is usually a commercial-auto question, not a general-liability question. Confirm hired and non-owned auto if helpers drive personal vehicles to jobs. Tools and equipment (inland marine) cover scheduled mowers and trailers at the shop, in transit and on jobs — separate from the truck’s physical-damage coverage.
What these policies usually do not do
General liability is not workers’ compensation, professional design liability, or a surety bond. A certificate of insurance is proof of a policy in force — it does not by itself add a homeowner or GC as an additional insured. Ask for the endorsement when a contract requires it.
How much does Tennessee landscaping insurance cost?

Do not add every row together. A business owner’s policy can bundle general liability with property, so those lines may overlap. Workers’ compensation, commercial auto, tools and bonds remain separate questions. Your provider needs payroll, revenue, services (mowing vs hardscape vs pesticide), claims, limits and equipment values to quote the actual crew.
Request an annual total for the same service mix and coverage dates. Ask whether payment plans, certificates, additional-insured endorsements or midyear changes add charges.
