Only four states and the District of Columbia issue a general statewide business license that every business must hold: Alaska, Delaware, Nevada, Washington and DC. Three more — Hawaii, Tennessee and West Virginia — require a state registration document that works like one. In the remaining 43 states, the “business license” people search for is issued by the city or county, or is really a seller’s permit or tax registration. The table below gives every state’s answer, what you actually need instead, the fee, the issuing authority, and the renewal cycle.

The Three Things People Mean by “Business License”
Most confusion about business licenses comes from three different documents sharing one name:
- A general statewide license. Permission from the state to operate any business at all. Only Alaska, Delaware, Nevada, Washington and DC issue one; Nevada’s statute is the bluntest: “A person shall not conduct a business in this State unless and until the person obtains a state business license issued by the Secretary of State” (NRS 76.100).
- A local (city or county) business license. The most common meaning. Utah tells new businesses to “get a business license from the city, town, or county where your business is located”; South Carolina says “there is no statewide business license” and “each county and municipality (city or town) may administer its own”; Florida calls it the Local Business Tax Receipt; Virginia calls it BPOL; Kentucky, Louisiana and Pennsylvania call it an occupational, occupational-license or business-privilege tax.
- A seller’s permit or tax registration. Required only if you sell taxable goods or services, and free in many states — but often the only state-level document a small business ever gets, which is why it gets mistaken for a license. Idaho draws the line exactly: “Idaho does not have a state business license. Registering your business is a registration, not a license.”

In these states the operating license, where one exists, comes from the city or county. Several states say so in as many words: Montana (“Local city and county offices provide all business licensing in Montana”), Maine (“General licenses to operate a business are managed at the town/city level”), Oregon (“The State of Oregon does not issue a general business license”), Kentucky (“Kentucky does not have a statewide business license that applies to all businesses”), Nebraska (“There is not a general business license in Nebraska”), Indiana (“Indiana does not have any one single, comprehensive business license”), North Carolina (“no single generic business license”), Pennsylvania and Texas.

- Local licenses are the wide range: Maryland’s trader’s license is tiered by inventory from $15 to $800 (Baltimore City $20–$2,125); Virginia localities may charge an issuance fee of up to $100/$50/$30 by population plus a gross-receipts tax; South Carolina, Georgia, Louisiana, Kentucky and Alabama all tax by gross receipts or business class.
- Sales-tax permits (not licenses, but often the only state document you get): free in Texas, Iowa, South Dakota, Idaho, Nebraska and Michigan; Arizona $12; Colorado $16 per 2-year period plus a $50 deposit; Oklahoma $20; Wisconsin $20 for 2 years then $10; Indiana $25; Arkansas $50; Ohio $50 per location (vendor’s license); Wyoming $60.
Rules That Changed Recently
- North Carolina repealed its state professional privilege licenses effective July 1, 2024 — it never had a general one.
- Rhode Island eliminated the $10 sales-tax permit fee for permit periods beginning July 1, 2022; the permit still renews every year by February 1.
- Tennessee raised its business-license thresholds under Public Chapter 377 (2023): the standard license now starts at $100,000 in gross receipts and the minimal-activity license covers $3,000–$100,000.
- West Virginia made its Business Registration Certificate permanent on July 1, 2010 — older guides still say it renews every two years.
- Washington charges $50 to open a business license account even though RCW 19.02.075 allows up to $90; the fee is set by the Department of Revenue and can move.

Do I need a state business license in Pennsylvania?
No. Pennsylvania's Business One-Stop Hub states that “there is no general business license that all Pennsylvania businesses must obtain.” What you may need instead is a local business privilege or mercantile license from your municipality, state tax registration through myPATH, and a state license if your activity is regulated.
Is a business license required in Florida?
Not from the state. Florida has no statewide general business license; the document most Florida businesses need is the Local Business Tax Receipt issued by the county (and often the city) under Chapter 205 of the Florida Statutes, which expires each September 30. Regulated trades also need a DBPR or DACS license.
Do I need a state business license in Virginia?
No statewide license exists. Virginia's license is local: cities, counties and towns that have adopted a BPOL (Business, Professional and Occupational License) ordinance require every business at a definite place of business there to hold one. Va. Code § 58.1-3703 caps the issuance fee at $100 in localities over 50,000 people, $50 for 25,000–50,000 and $30 below that, with the tax itself based on gross receipts.
How much does a business license cost?
Where a statewide license exists it is inexpensive: Alaska $50 a year, Delaware $75 a year, Nevada $200 a year ($500 for corporations), Washington $50 to open, DC $99 per two years, Hawaii $20 once, West Virginia $30 once, Tennessee $15 per license. Local licenses vary far more — Maryland's trader's license runs $15 to $800 depending on inventory ($20 to $2,125 in Baltimore City), and Virginia caps only the issuance fee, not the gross-receipts tax. Sales-tax permits, which many people mistake for a business license, are free in Texas, Iowa, South Dakota, Idaho and Nebraska, and cost $12 in Arizona, $16 (plus a $50 deposit) in Colorado, $20 in Oklahoma and Wisconsin, $25 in Indiana, $50 in Arkansas and Ohio, and $60 in Wyoming.
Is registering an LLC the same as getting a business license?
No. Registering an LLC or corporation with the Secretary of State creates the legal entity; a business license is permission to operate. Oregon puts it plainly: “The State of Oregon does not issue a general business license. Your business registration serves that purpose.” Texas says the same — “a general business license is not required in Texas.” In the four statewide-license states you need both the entity filing and the license; everywhere else, the license question is answered by your city or county.

Alaska
CBPL FAQ: "Per AS 43.70.020(a) a business license is required for the privilege of engaging in a business in the State of Alaska."
