How to Get a Dealer License in Wisconsin: Cost & Requirements

The Wisconsin DMV puts it plainly: any person or business that sells more than five vehicles per year must have a dealer license issued by the Wisconsin Department of Transportation. Sell your own car when you are finished with it and nobody cares; run six through in a year and you are a dealer.

The DFI Fee Depends On Whether You Finance

This one catches people, because it is a second agency and a second form. Every Wisconsin dealer files form LFS180 with the Department of Financial Institutions alongside the DMV application, and the fee is set by how you sell:

  • $20 if your dealership will sell all vehicles on a cash-only basis for the next two years.
  • $100 if you originate retail installment sales contracts or consumer leases — and it is $100 whether you sell those contracts on to a third party or retain them yourself.

Deciding to offer in-house financing therefore costs you an extra $80 up front and puts you under the Wisconsin Consumer Act. Worth knowing before you tick the box.

Two Bonds, Not Always One

The standard requirement is $50,000 of financial coverage, satisfied either by a Dealer Bond (form MV2511) or a Wisconsin Motor Vehicle Irrevocable Letter of Credit (form MV1046).

  • A permanent, non-residential business location with an office.
  • A display area of at least 12 by 20 feet — or space for three motorcycles for a motorcycle-only dealer — indoors or outdoors.
  • A business sign and posted hours.
  • A service department, or a written agreement with a service facility within 50 miles of the selling location.
  • A two-year lease if you do not own the real estate.
  • Local municipality and zoning approval — Section A of form MV2186 must be completed and signed by the proper zoning official for any first-time applicant.

You also need a seller’s permit for sales tax, at least one licensed salesperson, and to be at least 18. Wisconsin screens for good character and for convictions related to vehicle sales.

  1. Form the entity with the Wisconsin DFI and get your seller’s permit.
  2. Secure the location — permanent, non-residential, office plus a 12×20 display area, with a two-year lease if you rent.
  3. Get zoning sign-off on Section A of MV2186 from your municipality.
