Small Business Bank Loans by State: Who Is Lending as Rates Rise

FDIC Call Report data as of June 30, 2026 · Updated by StartBusinessByState

Banks held $430.5B in small business loans in June 2026, up 2.7%That’s business loans of $1 million or less, up from $419.2B a year earlier. Prices rose 3.5% over the same 12 months, so after inflation it’s a slight decline. The number of these loans slipped from 25.95 million to 25.85 million.

Short answer: Bank lending to small businesses is growing slowly. Small business loans on bank books grew 2.7% in dollars from June 2025 to June 2026, a bit slower than inflation. Small commercial real estate loans fell 1.8%. The number of banks keeps falling because of mergers. That also moves loans from one state’s banks to another’s. Important: FDIC data assigns every loan to the state where the bank is headquartered, not where the borrower is.

The national trend

Bar chart of small business C&I and commercial real estate loans held by U.S. banks each June, 2015 to 2026

The jump in 2020 and 2021 came from Paycheck Protection Program loans, which banks reported as small business loans until they were forgiven. Leaving those years out, small business loan balances have grown from $311.8B in 2015 to $430.5B in 2026 in dollars. Prices rose about 40% over that time. Small commercial real estate loans have drifted down every year since 2015. Small loans have also become a smaller share of what banks lend to businesses.

Balances move for several reasons: how much businesses want to borrow, interest rates, how strict banks are about lending, and loan payoffs. Some banks include business credit card balances in these figures. This data shows loans outstanding. It doesn’t show how many applications were approved or turned down.

Why state numbers need care

The FDIC reports each bank as a whole, so every loan counts toward the state where the bank’s main office is, no matter where the borrower is. A handful of national banks hold a big share of all small business loans, and some are headquartered in states where they do relatively little local lending. Examples: Utah (American Express National Bank, a card issuer), South Dakota (Wells Fargo), Ohio (JPMorgan Chase), North Carolina (Bank of America) and Delaware (PNC). In 9 states, one bank holds at least half of the state’s total.

Mergers also move dollars between states. When a bank is bought by one based elsewhere, its loans now count for the buyer’s state. In 14 states, mergers or headquarters moves changed the total by 5 points or more. The table shows both the reported change and the change among banks that weren’t part of a merger and stayed in the state, so you can tell the difference.

Community banks: a better local measure

Community banks (under $10 billion in assets) mostly lend near their home base, so their totals give a better feel for local lending. Measured per resident, community banks held the most small business and commercial real estate loans in North Dakota ($5,339), South Dakota ($3,838), Iowa ($2,871), Nebraska ($2,795), Maine ($2,603). The U.S. average was $773.

What this means if you need a loan

For your own application, compare business loan types by purpose, eligibility and repayment schedule. The guide separates business credit lines from equipment, term and SBA loans so the application fits the funding need.

Leaving out the PPP years, banks hold more small business loans in dollars than at any point since at least 2015. But the number of loans isn’t growing and there are fewer banks to choose from. New businesses usually find bank loans hardest to get, because most banks want two or more years of history and steady revenue. For other options and how small firms report their credit experience, see SBA loan statistics, small business credit access by state and how rate hikes hit small businesses.

Established business looking for working capital?

If your business has been operating at least 6 months with about $240,000 or more in yearly revenue, you can check working capital options from Fora Financial. Established businesses can also compare funding offers from Cardiff. These aren’t startup loans. Compare costs carefully with any bank or SBA option you qualify for.

Methods and limits

  • Source: FDIC BankFind Suite financial data API (api.fdic.gov/banks/financials), built from the Call Reports every FDIC-insured bank files. We used each bank’s June 30 report, because the small-loan items (Schedule RC-C Part II) are reported as of June 30.
  • Definitions: “small business loans” means commercial and industrial loans (LNCI4) plus loans secured by nonfarm nonresidential property (LNRENR4) with original amounts of $1 million or less, the standard bank-regulator measure. Loan size stands in for business size. Some small loans go to larger firms, and some small firms borrow more than $1 million. Small farm loans aren’t included in the totals.
  • State: the bank’s headquarters state (STALP), not the borrower’s location. “Excluding merged banks” compares only banks headquartered in the state in both years that neither bought another bank nor were bought in the past year. “Community banks” means total assets under $10 billion at each date.
  • Dollars are not adjusted for inflation. Inflation is CPI-U, June to June (BLS).
  • Merger details come from the FDIC institution history API (structure change events).
