Jobs supported and jobs per SBA dollar — not an official top-lenders directory. Among six site industries, janitorial / cleaning 7(a) loans show the highest lender-reported jobs per dollar (55.9 JobsSupported per $1M approved), while plumbing & HVAC sits near the bottom (21.5). Daycare loans are the largest on average (~$817,113) and carry the most diversified national lender set (HHI 178.4). Seasoned charge-offs are highest for food trucks and cleaning, lowest for daycare. Lender concentration is secondary context here — SBA publishes official lender lists. JobsSupported is lender-reported created + retained and is not causal proof of jobs “created.” This is not a redo of our SBA loan statistics volume page, and it is distinct from Census ABS employer credit-access survey behavior.
JobsSupported caveat: SBA’s FOIA dictionary defines JobsSupported as lender-reported jobs created + jobs retained on the loan application. SBA does not audit these figures. Treat them as good-faith estimates, not causal “jobs created by SBA lending.”
Key findings
- Cleaning leads jobs per SBA dollar. FY2021–2025 7(a) janitorial loans (NAICS 561720) report 55.9 jobs supported per $1M approved — roughly 2.6× plumbing/HVAC (21.5). Food trucks (49.0) and salons (44.4) also sit high; landscaping (31.5) mid-pack; daycare (22.8) lower on a per-dollar basis despite high jobs per loan.
- Large loans can look “job-rich” per deal and “capital-heavy” per dollar. Daycare averages ~$817,113 and ~18.7 jobs/loan; food trucks average ~$95,200 and ~4.7 jobs/loan. Intensity rankings flip depending on whether you divide by loan count or by dollars.
- Seasoned charge-offs differ by industry — we do not score recent vintages. On FY2010–2015 7(a) cohorts (enough seasoning), loan-count charge-off rates run about 8.7% for food trucks and 8.5% for cleaning, vs 4.1% for daycare. Dollar charge-off rates are lower than count rates in every industry.
- Daycare has the most diversified national lender market; food trucks the stickiest top lenders. National loan-count HHI ranges from 178.4 (daycare) to 571.8 (food truck). Top single-lender shares nationally are about 8% (daycare) to 16% (landscaping).
- Some state × industry cells are highly concentrated. Example: Ohio landscaping (420 loans) shows a top-lender share of 75%; Michigan food truck (49 loans) 76%. Concentration describes market structure — not loan quality.
- Scope: 21,548 non-cancelled 7(a) loans in these six industries for FY2021–2025 (project state in the 50 states + DC). JobsSupported was present on all of them in this extract (zeros kept as zeros; no imputation).

Full lender lists (lenders with ≥5 loans in an industry) are in the downloadable CSV. Bank names are as recorded in the FOIA file (current assignee).
Seasoned charge-offs (not recent vintages)

Charge-off is the SBA’s final loss action in the FOIA status field — it is not interchangeable with delinquency or a colloquial default rate. Dollar charge-off rates run below loan-count rates because smaller loans charge off more often. For all-industry state charge-off context (not limited to these six NAICS), see SBA loan statistics.

What this means for planning
Explore how higher rates change modeled business-loan payments with historical SBA approval data and explicit repayment assumptions. The study distinguishes rate classifications in the SBA extract from current debt and actual payment changes; financing does not resolve a recurring operating loss.
Jobs-per-dollar and lender concentration describe what the FOIA file shows for approved 7(a) loans — not which business you should start, and not whether a specific lender will fund you. Useful next steps:
- Parent volume page: SBA loan statistics by state
- Procurement contrast: Federal contracts for service businesses by state — USASpending obligations for the same service NAICS by place of performance (not SBA lending).
- Employer credit applications (Census ABS, different dataset): small-business credit access by state
- Industry guides: cleaning · landscaping · HVAC · daycare · hair salon · food truck
- Formation context: business formation statistics
Entity paperwork is separate from credit decisions. Some lenders want a registered entity on file before funding; that is not an SBA approval and not advice to form an LLC. If you want help with formation paperwork, ZenBusiness can file an LLC for $0 plus state fees.

FAQ
Is JobsSupported the same as jobs created?
No. The FOIA dictionary defines it as jobs created plus jobs retained, self-reported by the lender. SBA does not validate the number.
Why ignore recent charge-off rates?
Recent approval vintages have not had enough time to mature. Comparing them to older cohorts overstates performance. We use FY2010–2015, matching the seasoning approach on our SBA statistics page.
Does a high top-lender share mean better loans?
No. It measures concentration of approvals among lenders in that cell — useful for understanding market structure, not credit quality.
What does the number of jobs created mean in SBA loan data?
On SBA FOIA extracts, the field is JobsSupported — defined as jobs created plus jobs retained, self-reported by the lender. SBA does not validate the number. Treat it as a lender-reported outcome label, not causal evidence that the loan created those jobs.
What is the difference between jobs retained and jobs created?
SBA’s JobsSupported field combines both. This page’s industry and state tables use that combined lender-reported figure (and jobs per $1M approved). We do not split created vs retained in the published aggregates — zeros are kept as zeros; see Methods.
Who are the top 10 SBA lenders?
SBA publishes official lender rankings and directories — that is not this page’s primary job. Here, lender detail is concentration context: national loan-count HHI ranges from daycare 178 (most diversified among the six) to food truck 572; some state×industry cells show one bank with roughly 60–76% of approvals. Concentration ≠ loan quality.
Which service industry supports the most SBA jobs per dollar?
Among the six site industries on this page (FY2021–2025 7(a)), janitorial / cleaning (561720) leads at 55.9 JobsSupported per $1M approved; plumbing & HVAC is lowest at 21.5. Food trucks (49.0) and salons (44.4) also sit high on a per-dollar basis; daycare is capital-heavy at 22.8 per $1M despite high jobs per loan.
